TU mission, VCTU Mission, and TU Social Contract 4/20/08 During its 2007/08 strategic planning process, TU national expressed a strong desire to better integrate chapters, councils, and national office into one TU. It reaffirmed the vision and mission of TU and drafted a social contract which describes the roles of each of TU’s organizational entities. VCTU’s mission and vision, taken from our February, 2004 strategic plan, are congruent with TU national’s. TU
Vision: By
the next generation, Trout Unlimited will ensure that robust populations of
native and wild coldwater fish once again thrive within their North American
range, so that our children can enjoy healthy fisheries in their home waters. TU
Mission: To

Vision: The Virginia Council of Trout Unlimited seeks a future where coldwater streams are available for use by future generations. VCTU

Social Contract: The
following is a draft social contract among TU National staff, Councils, and
Chapters, designed to establish roles and responsibilities for unifying efforts
to achieve the TU mission and vision: In
order to achieve its mission and vision, TU National pledges to a)
identify and pursue broad-scale opportunities to protect, restore, reconnect,
and sustain coldwater fisheries; b) collaborate with Councils in the creation of
state-focused conservation, education, fund raising, and advocacy projects; c)
provide guidance in the resolution of issues impacting Council and Chapter
operations; d) implement and administer TU’s bylaws, policies, and finances,
and e) make available resources to increase the engagement of TU Members with
their Chapters, the Council, and TU National in service of achieving TU’s
vision. In
pursuit of the mission and vision of TU, the TU State Council pledges to
a) create, implement, and assess an annual strategic plan; b) facilitate the
effectiveness of Chapters by providing guidance and resources; c) conduct
Council operations in accordance with policies and procedures set forth by TU
National; and d) provide guidance to TU National in the formulation and
implementation of national TU policy and procedures. The Chapter
agrees to a) support the mission and vision of TU National by developing -
with the assistance of its State Council – a strategic plan that sets forth
annual projects in the areas of conservation, education, advocacy, outreach, and
fund raising; b) actively work to recruit, engage, and retain members; c)
broaden the reach of TU by establishing good working relationships with local
conservation organizations, elected and appointed government officials, and
private enterprise; d) conduct Chapter operations in accordance with Council and
National policies and procedures; and e) provide timely feedback on the
effectiveness of TU Council and National Policies. (source:
